new graphs not being created rrdtools says: <nothing>

RRDTool (Cygwin or Win32 version):1.2x

Plugin Architecture:
All of a sudden any new devices or additional interfaces on existing devices i try to graph have no graphs created.
The polling seems fine in debug mode; i can see the stats coming back. the graph debug has the commands for example

anyways, are all graphs broken and not reporting anything or just new ones? Correct rrdtool version set in cacti's settings (click save to make sure)?
Typically a lack of rrdtool saying anything is a sign of incorrect NTFS permissions on cmd.exe and/or rrdtool.exe for the web user account.

Odd that old graphs aren't broken yet new ones are.
For the newly created data sources, turn on data source debug. Any errors?

No, and thats why i'm so stumped. All the data is being collected, i can see on each poll the rrdtool command changes based on the info collected from the poll.
There are no poll errors, no data source errors, no errors in cacti log except one weathermap issue i can see which i will fix.
i have attached the technical output page but i see nothing obvious, that said i'm wayyyyyyyyyy no expert.

1) page wasn't attached. thats fine if all is ok.
2) Time to dig. Fire up Sysinternals Process Monitor. Clear the results, get the broken graph up, and then click refresh. Stop process monitor. Look for access denied errors, file not found, etc for cmd.exe, rrdtool.exe and the <filename>.rrd.

Fine. Please use sysinternals again, this time saving and attaching the log. Hopefully you're on x86, otherwise I can't open the log file.
