Are you using the Net-SNMP binaries or the PHP SNMP Module? Also, are you using SNMPv1, SNMPv2 or SNMPv3?

Either click on the Cacti from the Console and look towards the bottom of the page, or goto Tech Support on System Utilities.

Also, increase your SNMP timeout just a bit, and retest....

Does it respond to snmpv2? If so, change to that and let's see what happens.

I suspect that this is more of a PHP SNMP issue than a Cacti issue. However, I'm searching for a workaround.

When using cmd.php, you may want to change lib/snmp.php.
In general, as you might know already, this is a result of a broken snmp agent on your target device.

No. You can't add an interface that's not registered with the "SNMP Cache" values (See "System Utilities -> SNMP Cache").
You may ask Larry "TheWitness" if it's possible to add that switch to spine. I'm not familiar with the C code.
