My version that I installed on my machine is rrdtool-1.2.30-bin-w32.zip, while the recommended version appearing on Console/Configuration/Settings/General/RRDTool Utility Version is 1.2.x. Goto a graph and enable Graph-Debugging. What is RRDTool telling you?
Are there any entries in the cacti log? (polling cycle to dev)

I only see on the log like this:
AUTH LOGIN: User 'admin' Authenticated
For cacti log you have to increased the log level to debug for one polling cycle.
But I don't think you'll find there more information.
