The version (A) you installed on your machine must match the settings (B)within the cacti web console.

(A) is 1.2.x, because you told us it is rrdtool-1.2.30-bin-w32.zip (1.2.30 == 1.2.y2)
(B) is ?? We don't know, because you need to tell us. (Console/Configuration/Settings/General/RRDTool Utility Version.

My version that I installed on my machine is rrdtool-1.2.30-bin-w32.zip, while the recommended version appearing on Console/Configuration/Settings/General/RRDTool Utility Version is 1.2.x. So what is the problem there? I followed the recommended version.

btw, what is 1.2.y2?

Good this is the answer needed.

If the setting is the same as you installed, this cannot be the issue. But the setting is not a recommended version or something else - It is a setting.

What are the permissions for /rra/?
Goto a graph and enable Graph-Debugging. What is RRDTool telling you?
Are there any entries in the cacti log? (polling cycle to dev)

First, I never asummed you have rra files - I asked what are the permissions for your /rra/ which is a folder. Check the permissions
Second, I do not care where your log folder ist - I am interessted in the content, when the log level is increased to debug for one polling cycle.

For Graph-Debugging, I still can't see it on the upper right corner at the Graph Management section.
The permission for my rra folder is Full Control

Where will I see the content or entries in cacti log?

Not the Graph Management, Choose a graph within the graph management. Then chooseTurn On Graph Debug Mode.

The entries of the cacti log should be found where you already posted: C:\AppServ\www\cacti\log

RRDTool Says:

ERROR: opening 'C:/AppServ/www/cacti/rra/my_windows_localhost_users_8.rrd': No such file or directory

for Cacti log

I only see on the log like this:

AUTH LOGIN: User 'admin' Authenticated

For cacti log you have to increased the log level to debug for one polling cycle.
But I don't think you'll find there more information.

Check the link above for permission problems, because rrdtool is not creating any files as your message "ERROR: opening 'C:/AppServ/www/cacti/rra/my_windows_localhost_users_8.rrd': No such file or directory" shows.

Alright. But how and where will I increase the log level to debug for one polling cycle, for cacti log?

Yes, but do not fixate on this one too much, this was just another option for troubleshooting.
Try to focus on permissions.
