Dude, I don't know what to tell you then. I wish I could provide more help for you. It would be nice if you could get things to work on your own, but it was hard enough for you to find the Apache error log. So, you may lack the experience.
It is likely something quite simple, but not so easy to find. Could be something as simple as a PHP timeout value in your php.ini file like max_execution_time being set too low. I set mine to 300. Of course it won't take affect until you restart Apache.
So, Cacti is a not just OSS software, but a right of passage. There is no paid support, so, you have to earn, in a sense, the ability to run it. So, you can hunker down and learn PHP/Apache/MySQL/Linux or use some other tool. There are lot's of them.
It would be nice if someone had the experience to fix the few minor remaining bugs in the syslog plugin so 0.5.3 could be officially released too.

i just try to be up to date with the latest windows package installer served by BSOD (thanks for him). But the last version 1.94 is packaging with syslog 0.5.3 plugin, and he's too buggy.
