Settings plugin test email problem

I added the setting plugin and configured for email smtp. I can send out a test message and it comes back success. However I never receive it in my external email. I have setup outlook express with the same settings and email address and can send from that successfully and I do receive it. But Cacti emails are not getting thru.

I would greatly appreaciate some help to point me in the right direction.

It could be the isp.

I setup a outlook express client on the server

mirrored the settings on outlook express
smtp server: smarthost.coxmail.com
port 23
email address
then sent an outgoing email to my personal email and that went through.
went to my php.ini file and setup my smtp info there in win32 area.
then I double checked my setting and all are the same.
still not working.
Called the ISP and they said it could be them but they will work with me in a couple days as I will be out tomarrow.
