Cannot find modules error on everypage

I just installed the 8.6 version and when i bring up my login it says this at the bottom of the screen. how do i fix this? .. its also not graphing anything.

Two environement variables:

MIBSDIR="c:\usr\mibs" or whereever your MIB files are at.

MIBS="All" (Slows down CMD.PHP from what I'm told)
or
MIBS="" (Speeds things up from what I'm told)

Im running:

Widnows 2003 Enterpirse IIS 6.0
php 5.0.2
mysql 4.0.21
cacti 0.8.6 (downloaded yesterday)
net-snmp (downloaded today)

Goto Control Panel->System->Advanced->Environment Variables and setup the two System Environment variables in my original post and those warning messages will disappear.
