Plugins seem to work without global.php declaration?

Using the official cacti.net source and in global.php I currently have:

$plugins = array();
//$plugins[] = 'thold';
$plugins[] = 'thold';
So far I have installed the plugins thold, settings, flowview, and monitor. All of these appear to my untrained eye to be "working".

Are these declarations not really needed or am I missing something?

This kind of declaration is only valid with Cacti + PIA 1.x or plugins which are not supporting PIA 2.x.
