Cacti Install on Windows

Having trouble with Cacti install on windows. Using manual and docs get to the point of connecting to http://localhost/cacti

At that point I get a large text error:

I have attempted to locate the missing driver file and cannot find it.

Using php 5.3.1, Windows 2008 (64bit), IIS, and MySQL 5.1

php 5.3.x has issues with cacti, please go back to 5.2.x

If you cannot locate C:\inetpub\wwwroot\cacti\lib\adodb/drivers/adodb-mysql.inc.php, it seems your installation is incomplete.
