Since you have PIA installed, look at the Monitor plugin. Otherwise, can use snmp to simply query if a process name is running or not... write a script to see if a port responds on a certain server, etc.
I just took a look at the Manage plugin and installed it, but it seems terribly broken with Cacti 0.8.7e. Several SQL tables / columns seem to be missing and I am unable to save TCP port templates under a device, which makes it pretty much useless.
Is there any recent version of this plugin that works with the lastest Cacti build?

There are a lot of contributions from the community. But not all of them are in sync with latest cacti.
Starting with 088, we will remove some issues by integration Plugin Architecture into core code.
But there will still be a difference between plugins supported by The Cacti Group and community contributions. We will put every effort in providing a head start for plugin developers, but it all depends on their time
