So, Just two question :

When i try to install cacti with apt-get command, we have 0.8.7b version ... it's normal ? (I'm in debian 5.0 system).

We need php5.3 for another web program. No problem for cacti with php 5.3 ?

I would install Cacti manually - just download it from http://www.cacti.net

There are no performance issues with PHP 5.3, just ensure that your php.ini has '~DEPRECATED' in error_reporting, or else you will see errors for ereg, eregi, etc, which are replaced in SVN.
