rrdtool cannot create .rrd file inside the cacti folder

Iam suing Cacti latest version (just download from cacti webstie today) and Windows Server 2003. Evrything seems to be ok until I log in and try generate some graphs. There is nothing in there.

I have tried using Process Monitor and this is what I got
