All looks good so far.
Change the logging level for cacti.log to Medium or higher. Watch what gets returned for 'Cisco831 - Traffic - Et0'.

Cisco831 is Host[10]?
Was that logging level medium or debug? If debug, I didn't see any rrdtool commands, which would be a problem...
The user for the cacti scheduled task, launches php.exe, which in tern launches cmd.exe, which in tern launches rrdtool.exe. cmd.exe, php.exe, and rrdtool.exe need to have read/execute permissions for the cacti scheduled task user. do they?

Hi BSOD2600
Yeah, its host 10.
Its on medium logging level. Full file permissions for all the files you mentioned.
I want to implement on a larger network of cisco 7606 but crap, can't even get this 831 working.
Would it be wise to delete all graphs and data sources and add host afresh?

Unless your scheduled task and website run under the Administrators OU, then the NTFS permissions are not set up correctly, per the installation guide. Please review the guide again.
No point deleting graphs yet, since it doesn't appear things are set up correctly.
