This is what I have done:
Installed apache2, mysqld, php5, cacti, snmp, snmpd with pacman
Added configlines in apache2 for php5module and to point out correct dirs for my cacti folder.
Added my cacti dir open_basedir in php.ini
When I open the page it is white/blank and if I turn on the php debug I get this:
