i install cacti 0.8.7e on windows server 2003 sp2

but when install npc then run but don`t status (on or off)

Current Versions:
-Cacti 0.8.7e
-Spine 0.8.7e
-Apache 2.2.11
-MySQL 5.0.83
-PHP 5.2.9
-Net-SNMP 5.4.2
-RRDTool 1.2.30
-GetIF 2.3.1

*note : when run npc no erro

BSOD2600 can help me, send doccument install and configure npc, syslog
