configure npc with cacti 0.8.7e on windowns server 2003

I install cacti on windows server 2003 but can`t play npc (no start npc )

Current Versions:
-Cacti 0.8.7e
-Spine 0.8.7e
-Apache 2.2.11
-MySQL 5.0.83
-PHP 5.2.9
-Net-SNMP 5.4.2
-RRDTool 1.2.30
-GetIF 2.3.1
