plugin management option missing

Hello guys,
Im having some issues with seeing/configuring plugin management.
I dont have the option under user management and i imported pl.sql into my cacti database via phpmyadmin.
Im sure this has been post else where but i have some hours into looking for posting and no luck.

cacti is installed and configured on Ubuntu 9.04

Did you install the patch/files too? You need to do both...
