We are looking at using the Cacti software to monitor 2 bonded private voice T1's. Has anyone set up the software to monitor voice instead of data?

So the Cacti software can monitor data & not voice? Is one able to do some reprogramming of the software to monitor just voice T1's?

A T1 is not 'voice', it is data. All traffic on a T1 is digitized. Depending on the type of device, different OIDs may need to be collected from, but it is still 'data', not 'voice'.
