QOS monitoring

Thanks in advance. i have been trying since last 3 days with no luck to get graphs created. in doing so trying to understand how it works
did download of cbwfq template which should identify the class created and give the output of how much bits fall within each class.
these are steps i followed
after importing the graphs
add cisco router with ios 12.4

associated data queries get added i.e get CBWFQ classes
add the graph -bits output from QoS class
data query response (verbose query) with status success and all classes are found

then under graph management
c:/cacti/apache2/htdocs/cacti/rra/32/114.rrd no such file or directory
all ntfs permission on the directory is fine because everyone has full control
what is wrng? how to get this working
