Using apt-get install for cacti on Ubuntu includes certain patched files, and installs Ubuntu 0.8.7b
In particular config.php, debian.php, global.php, and global-settings.php.
Ubuntu has a specific apache.conf located at etc/cacti/apache.conf.
It installs files in Ubuntu specific directories, has the log files in their own directory, and adds /site to the usr/share/cacti directory.
It uses cron.d for the cron task.
Note - this is not a complete list.
This applies to recent Ubuntu 8.1 & 9.04 Desktop, Server, Debian 5
All good for Debian/Ubuntu experts, and once you get used to the differences it works really well. But it can be confusing for people like me who are not experienced linux admins or software engineers.
The cacti 0.8.7e download on cacti.net does not have the required Ubuntu/Debian specific patches, and they are not on the cacti web site.
If you have done an install of 0.8.7b using apt-get from the Ubuntu distribution, and are now following the cacti upgrade instructions for downloading 0.8.7e you will have numerous issues.
It will not work without these patches being correctly applied, and the poller cache rebuilt if you have attempted to setup the upgrade without first doing the patches.
The install works fine and it does appear that poller is working, but things are not well at all.

I am preparing an tutorial for using cacti to do energy management, but you are welcome to use the work I have done so far. It is based on running Ubuntu 9.04 in a VM, and goes through the install in detail.
If you are new, you might want to try using a VM and follow the tutorial from the start. This way you will get a working system, and can build into your production environment from there!

Greetings, I am grateful for this good tutorial on how to install and upgrade Cacti on ubuntu, but wanted to ask a favor could do a similar tutorial to install the plugin architecture? there is no manual to help clear up and the times I've tried I've damaged the installation of cacti.
