How to monitor Latency,Delay and Jitter

Hi,
I have CACTI already running and in use to monitor utilisation of router ports.
Further i want to use cacti to measure Latency,delay and jitter.
Please help.

1) if you can spit out the data, cacti can graph it.
2) search the script forum.
3) moving, as not windows specific.
