1. I guess someone should update http://cactiusers.org/wiki/PluginArchitectureInstall , cause I didn't find any reference about importing pa.sql into mysql ...

The Plugin Architecture forum contains info on how to install the PIA.

Make sure you go into User Management, and give yourself rights to Plugin Management
