[solved] Client issue
This may or may not be Cacti related however it only happens when working with Cacti.
When using the Cacti website with Internet Explorer, Firefox, or Chrome, the browser will hang and the client uses connectivity to the network.
This only happens with Cacti and no other website.
Any clues on why? It's driving me batty.

Any errors in the event logs?
Any errors in IIS error logs?
Try turning on php error logging and see what it spits out.
Any other websites running on that server?

Working on getting the PHP error logging turned on.

I've seen something similar to this in my past Cacti on Windows days.
The errors you've included looks like either IIS or MySQL crashing out. I had this issue ages ago, and it turned out that it was a known bug in MySQL, which was resolved in the next release. Some versions (depending on extensions enabled) are also known to do this under Windows.

Cacti Version 0.8.8b
Cacti OS Ubuntu LTS
RRDTool Version RRDTool 1.4.7
Poller Information
Type SPINE 0.8.8b
Besides the possible issues mcutting mentioned, a few others.
1) rrd timing out could signify issues with the rrdtool version/build you're using. What is it? any problems with the disk I/O? ran a chkdsk lately?
2) script_server.php timeouts show that some of your script(s) are not functioning properly and timing out. You need to find out what they are (look in the poller cache) and diagnose.
3) Using the plugin arch can also throw in other unforeseen issues.
4) lastly, you should be using cacti 0.8.7d + patches.
