What is "ipplan"? Is it supposed to be a valid cacti plugin?

IPPlan is not a plugin for Cacti. However, nmidPHPIP IS a plugin that will probably do what you require, and a lot more.

Search the plugin announcements forum for this. If you must use IPPlan (it hasn't been supported or upgraded in a while), then the easiest way to integrate it into Cacti is to use the Superlinks plugin.
