The default permissions in the tar.gz are 700 to some random user-id. Make sure you chown/chmod so that cacti and the webserver can read the boost folder, and *then* it will appear in the plugin install list.
I'm just in the process of building a shiny new Cacti server (15K SAS, lots of RAM etc), and I thought I'd try Boost on it, starting with the 'basic' stuff - image caching.
I've enabled image caching, set the path, chmod 777 that path, and I don't get any images created in it, nor any error messages in the cacti log.
Looking at setup.php, I can't see how I would get neither.
This worked for me with Boost 1.x - has something changed in the image caching code? I don't have any update caching running, for example...
