Problem PA2.1 + NPC

i have a problem witch CACTI

they are
cacti ver 0.8.7b
pa 2.1

plugin :

monitor
Network Weathermaps

i have a error message :

"Last Scanned : Never" in plugin management

and i can't use NPC

in configuration/setting, there are nothing intem to manage the pluging management

do you have this problem ?
can you give me solutions for help me
