Insert url to send sms alerts in thold

Hi people, I'm trying to figure out a way to send sms just when a machine is down and back up again.
I would like to achieve this using a url provided by sms gateway, like https://myaccount.justvoip.com/clx/send ... xxxxxxxxxx &password=xxxxxxxxxx&from=xxxxxxxxxx&to=xxxxxxxxxx&text=xxxxxxxxxx

Is this possible? How to put this instruction in the code to works? I'm studying the setup.php but without success.
