Can anyone explain what's going on in this graph? Inbound packets look flat in the graph, but are alleged to average "315.5 m" in the caption. To what does the "m" refer - million? Why the disparity between image and text?

No, milli- (that is, one thousandth).
315.5m = 0.3155.
A capital M would be the symbol for mega- (million).

Inbound packets look flat in the graph

Look better: it's not really really flat. It shows some detail. But it's almost flat due to the scale of the graph, calculated to show the "higher" line as well.
So, there actually is no disparity between image and text.


Try some extreme download at best speed, long enough to be polled at least a few times. If your graphs always remain like that, you might want to make two graphs out of this single one. The scales will be different and you'll see detail better for inbound packets.
