Automating device Imports

We are currently using cacti to graph devices. I am trying to figure a way to make something that is automated. EX. Someone goes to a webpage and enters an IP address. They hit submit and everything is automagically created in the background. Requiring the operation to have 0 knowledge of how cacti works.

If anyone can point me in the right direction I would be grateful.
