Manage Tab not coming

OS:windows server 2003 R2
Cacti Version 0.8.7b
Cacti OS win32
SNMP Version net-snmp-5.4.2.0-1.win32
RRDTool Version RRDTool 1.2.x
PHP Version 5.2.6
Mysql version 5.0

with all this i m not able to get the Realm permissions to check it so that can get Manage TAB. all other plugins are working fine and also no error came after introducing manage plugin but still problem persistes.
