I run both Cacti and Nagios. I use Cacti for graphing traffic statistics and Nagios for host and service monitoring.
I'm looking into implementing a syslog service not sure which I should go with: Cacti Syslog Add-on or the free version of Splunk?
I have about 75 switches and routers that I monitor, and maybe 5 servers.

If you just want to view your syslog files, go with the Cacti plugin.
If you want some analysis, indepth search, etc, go with Splunk.
I highly doubt you will hit the space limit on the free Splunk, unless you crank logging up.
