Holy Old Distro Batman! I haven't seen RedHat 9 in over 7 years.
If I might suggest, CentOS is a good alternative if you wish to stay with an RPM based distro in the vein of Red Hat 9. It is basically a RedHat clone and CentOS 5.2 should be the latest version available. Though I'm pretty sure RedHat is coming out with a 5.3 release soon, which means CentOS will also be updated shortly afterwards. The big difference, one is free!!!

If you are feeling "froggy", try Ubuntu or Fedora. Fedora is the bleeding edge of RedHat's code base. You may even be able to install cacti directly from Fedora which will satisfy many of the dependencies you are probably missing with RedHat 9.

Ubuntu is an entirely different distribution that is based on Debian. I still prefer Debian's package management over Fedora/RH5's package management. But that is just my opinion which won't be discussed here.
Needless to say, RedHat 9 is probably the biggest problem you are having with cacti. It's just very very old and I doubt you will get php to work properly enough for cacti. No doubt, somebody here probably has gotten it to work though.
If you reinstall, feel free to let me know. It's not difficult to get cacti up and running on a machine once you have the right system packages in place.
