Monitor Plugin: Only get "return from down" email

I have the mointor plugin setup, but I only seem to get the returned from down state email...only once have I ever gotten the Host is down email:

Host Notice : Router_Name (router) returned from DOWN state


Any ideas?

What is your Setting for the failure count set to?

Failure Count
The number of polling intervals a host must be down before logging an error and reporting host as down.
