Dear all,
I'm sorry to everyone for my stupid question. I found a problem on cacti 0.8.7b where the rrdtool could not create any graph under rra folder.
I found this command when turning on the debug mode:
Data Source Debug
/usr/bin/rrdtool create \
/var/www/html/cacti/rra/priority_komunikasys_net_traffic_in_58.rrd \
--step 300 \
DS:traffic_in:COUNTER:600:0:100000000 \
DS:traffic_out:COUNTER:600:0:100000000 \
RRA:AVERAGE:0.5:1:500 \
RRA:AVERAGE:0.5:1:600 \
RRA:AVERAGE:0.5:6:700 \
RRA:AVERAGE:0.5:24:775 \
RRA:AVERAGE:0.5:288:797 \
RRA:MAX:0.5:1:500 \
RRA:MAX:0.5:1:600 \
RRA:MAX:0.5:6:700 \
RRA:MAX:0.5:24:775 \
RRA:MAX:0.5:288:797 \
when i type all of that command on shall, it's working well.
I had changed the permission to cacti or root, but still find the graph could not be generate by cacti.
Could some one kindly give me a clue to solve my problem?
Thanks.

Hi Reinhard,
I was followed your suggestion, but still the graph could not generate automatically by cacti.
I tried to subs to cacti user and run the rrd command, and tell me that the permission was denied. After giving a 777 permission to rra folder, the command could works properly. But still it's not solving the problem.
Anyway, i found another problem regarding spine. I had changed the setting to use spine as poller but when i see on cacti.log, why the cacti still use cmd as default poller? When i manually type spine on shell, it's working properly, and it's showing on cacti.log also.
Please take a look on my cacti.log report:

Could you give me another idea regarding the problem that i faces?

Just want to inform you the update of my problem. The problem solve by installing rrdtool-php!
And maybe this information can be useful to other new cacti user .
