In my debug I guess this could be the problem?

Yes, that error would be a problem. snmpwalk that OID to see if its valid or what the valid one would be.

For when the gaps occur, is the device considered down in cacti? what are the errors in the cacti log?

snmpwalk -v 2c -c public 10.35.1.3 .1.3.6.1.2.1.31.1.1.1.6.246
IF-MIB::ifHCInOctets.246 = No Such Instance currently exists at this OID

My guess i have a bad template for a Cisco 4500 Switch.

Well obviously that OID is invalid. Try snmpwalking a wider range of the OID, like .1.3.6.1.2.1.31.1.1.1 and see if you can pick out the correct one.

Well I went ahead and installed your windows installation package on a new server, and this has fixed my problem when I imported my templates.

I guess I must of did something wrong when I setup it on the other windows server manually.

The only thing I need to fix on the new server is to have the Port Description on the graph.
