not getting graphs

Hi,

I am using cacti on win 2003. Version 0.8.7b

I am not getting the graps. I get a red cross and no graph. When i run the graph in debug mode i get following error.

I have also that problem.

As you told I read the FAQ and I used Process Monitor but in the result I have no "ACCESS DENIED" for the rrdtool.exe but only "NAME NOT FOUND".
Is this also a problem with the NTFS permissions?

this is what process monitor display:
