I FINALLY have it installed under windows. Thanks to everyone for your input. I appreciate it.

One question remians:

What files/folders in cacti will increment to the point that I will have space issues? Log files, php files, htm files?

Size of rrd files in rra/ folder is constant in time so the space taken will be growing only if you add new data sources in cacti. Log file in log/ folder is growing in time so you can consider log rotation or just turn logging off.
