Hello,
as I can understand, you have installed the tgz of rrdtool but do you put the good path of rrdtool binary in cacti setting ?

My rrdtool not tgz and tar.gz Way to him /usr/local/rrdtool-1.2.23/bin/rrdtool

cacti's which version you are using ? change it to any other, then it will work
