Need help with php cmd.php error

Need help with php cmd.php error

Setup:
*Windows 2000 w/ SP2
*ActivePerl 5.6.1.633
*Apache 1.3.27
*MRTG 2.9.25
*RRDTool 1.0.38
*MySQL Max 3.23.53
*PHP 4.2.3
*Cacti 0.6.8

Every time I run "c:\php\php.exe c:\apache\htdocs\cacti\cmd.php" I get the following message at the command prompt:
'w' is not recognized as an internal or external command, operable program or batch file.
'grep' is not recognized as an internal or external command, operable program or batch file.
'awk' is not recognized as an internal or external command, operable program or batch file.
The system cannot find the path specified.
'cat' is not recognized as an internal or external command, operable program or batch file
'cat' is not recognized as an internal or external command, operable program or batch file.
'cat' is not recognized as an internal or external command, operable program or batch file.
'ps' is not recognized as an internal or external command, operable program or batch file.
'cat' is not recognized as an internal or external command, operable program or batch file.
'wc' is not recognized as an internal or external command, operable program or batch file.
'cat' is not recognized as an internal or external command, operable program or batch file.
'grep' is not recognized as an internal or external command, operable program or batch file.
'uptime' is not recognized as an internal or external command, operable program or batch file.

I managed to get cacti up and running and it displays the default graph (there's no plotted data, just an empty graph). I did a search and re-read the install manuals but can't figure out what the problem is or if the above message is a problem. Can some please help me get this up and running correctly? TIA

The same errors started popping up on me after we had a power failure and the system did a cold shut down. Cacti was working perfectly before that. We're getting the following when the scheduled task runs now:

'cat' is not recognized as an internal or external command, operable program or batch file.
'cat' is not recognized as an internal or external command, operable program or batch file.
'uptime' is not recognized as an internal or external command, operable program or batch file.
'who' is not recognized as an internal or external command, operable program or batch file.
'ps' is not recognized as an internal or external command, operable program or batch file.

I looked around the site, including the link in this thread, but no solution yet. Anyone have any ideas? I'm on a Win 2K3 server.
