how do i obtain or even know which MIB's are missing ?

That should be fine. You'll likely need to restart the server for the variable to become system wide.

sure that should be fine.

Double-check you have the NET-SNMP-AGENT-MIB and DISMAN-EVENT-MIB files in either of those directories. cacti doesn't use mib files, so these errors can really be ignored anyways.
