I suppose it's a security issue denying your web server's user to access those binaries.

i did this "/usr/sbin/getenforce"

and Permissive was returned

########Update#########

ok i put this in:

nano /etc/sysconfig/selinux

changed
SELINUX=permissive to SELINUX=disabled

saved it, rebooted server still no luck

i forgot to mention i have ip tables, any chance this problem could be to do with plesk

i have changed the cacti folder to:

chown -R root:root cacti

but that doesnt seem to work, the cacti folder is located at:

/var/www/vhosts/my domain/httpdocs/cacti/

it doesnt seem that it will recognize any binary files outside of httpdocs, is there something in plesk control panel that needs changing?

########Update#########

wow i can see the graphs!

########Update#########

got it working

i needed to create a vhost.conf file and put it at

/var/www/vhosts/mydomain/conf

then i put this in the file

<Directory /var/www/vhosts/my domaint/httpdocs/>
php_admin_flag engine on
php_admin_value open_basedir "none"
</Directory>

it is now showing as file found, this should be included somewhere for people with plesk?

i was able to get the error, then i google'd the error and found above

the error was:
open_basedir restriction in effect. File(/bin/snmpwalk) is not within the allowed path(s)

ok now i dont have any graphs, im just happy the files are now being shown after days of pain

the rra folder is empty

ok this is what shows with the graphs:
