Because SNMP V3 does not support this construct. Please see net-snmp.org web site

What is your goal, please? Do you need snmpd.conf for using SNMP V3 or do you want to use SNMP V2c?

our router is configured in snmp-v3, so i only can use v3.
But now i configured v3 and v2c in my router,it is normal
And v3 is more secure than v2c :)

It's perfectly fine to use SNMP V3. But I don't know how to configure a specific device for SNMP V3. I only know how to setup a linux net-snmp for V3, that's all. Rest is left to the manufacturer of your device
