In the past, segmentation fault in Apache were due to database connectivity problems. However, it can be any PHP function that is doing it. So, you "unfortunately" will have to go through each of the init functions in setup.php and add a cacti_log("This is the blah blah blah setup init function"); to start to nail down that problematic function.

You might simply need to upgrade Cacti. Maybe your web user does not have full control to the Cacti database? Keep us posted.
