how do I set the level of notify for each device?

I need to know how I can set different notifications per device? For example I would like our servers to notify us of any changes but out desktop machines to only notify us of hardware failures. I'm using CactiEZ, and cannot telnet for some reason, is this still possible.

I suppose this question is aimed at using THOLD plugin?
