This is what the Guest user is for.
In Settings..Auth. Pick a user as Guest user - say, the one called 'guest'.
Then in User Management, give that user the right to see the things you want anyone to be able to see - graphs, plugin rights etc.
For weathermap, you also need to go to the Manage..Weathermap page and make sure that either 'Anyone' or your guest user is allowed to see the map.
If someone goes to http://yourserver/cacti/, then they will still get a login screen, BUT if they go to http://youserver/cacti/graph_view.php then they will get to see the right graphs without logging in. They will also see the Monitor and Weathermap tabs (if you gave them the right to).
Not all plugins work well with guest users, but I just checked Weathermap and Monitor and both worked for me.

Weathermap 0.98a is out! & QuickTree 1.0. Superlinks is over there now (and built-in to Cacti 1.x).
Some Other Cacti tweaks, including strip-graphs, icons and snmp/netflow stuff.
(Let me know if you have UK DevOps or Network Ops opportunities, too!)
