Use the rrdtool tune command to increase the max values of your rrd file.

ds[traffic_out].max = 1.0000000000e+08

Still doesn't work. It goes up for a little while to 20 mbyte and then drops down again

Without working online with you no. I suspect that you had to have done something wrong, or there is a poller problem. However, with the correct logging level and a good review of your log, you should gain some insight.
