any help after I installed the installer version of cacti cacti-0.8.7a.1.7 the following message appears for any graph, the snmp gets the information for the device

Looks like a NTFS permission problem. Do you have antivirus which you didn't disable during the install?
Verify the IUSR and IIS_WPG accounts have read/execute rights on cmd.exe, rrdtool.exe and all cacti files. Also those accounts will need Modify rights to the \cacti\log and \cacti\rra folders.
