Root Graphs OK - Sub (Daily, Weekly, Monthly, Yearly) w/RedX

I have:
cacti-0.8.5
Windows XP Professional w/ all SPs and Updates
mysql-4.0.18-win
php-4.3.4-Win32
rrdtool-1.0.40.x86distr.zip-5.8

I have given rights to cmd.exe to the IWAM & IUSR accounts.

I get the top level graphs OK but when I click on any of these graphs to get the detail (daily, weekly, monthly, and yearly) stats - my graphs just show up as red X's.

Any ideas?
