I'm not 100% on where this question goes, but it is explicitly for win2k3, so...
Does boost work on windows 2003?
The readme accompanied has a few things i question, like using a php file as a service (use sc for this?) as well as the code I look at references things i don't have.
How can I effectively undo or turn boost off? I test in a VM, and can snapshot beforehand, but am curious if it is changeable back and forth.

Have you already read through the boost thread http://forums.cacti.net/viewtopic.php?t=18430 and accompany readme file with it for pointers?

yep. and i must be missing a little step somewhere, or be misunderstanding something.
I was hoping for a "installing Boost on win2k3 for dummies" post.
I'll try to describe my situation.
i tried 1.7 from cactiusers.org. It does not contain a modified folder per the directions. I tried 1.6, it contains a modified folder, containing only poller.php. There was no 'lib' directory in either. At this point I assumed the documentation to be out of date. I proceeded installing 1.6:
the following are results of the readme, per step.
1. I installed the MyISAM.sql formatting.
2. I changed the include/globabl.php like other plugins
3. I copied the poller.php in the modified dir to the root cacti folder.
4. My poller user has full rights in my 'sandbox' VM. i skipped this step
5. I enabled 'On Demand RRD Updating'
6. My web user has full rights in my 'sandbox' VM. I skipped this step.
7. I don't have a boost server.
At this point, my graphs stopped graphing. The poller appeared to be running, the most verbose logging didn't help me much.
I then tried enabling a boost_server, which failed miserably.
My understanding is that I do not have to have a boost_server service as my various components have appropriate rights.
I spent most of the day troubleshooting and finally reverted back to no boost, cmd.php and cactid only.
