Monitor plugin - modification

Hi guys,

I have been using cacti now for about 3 months and have found most of the addons very useful, but i have decided to modify the monitor plugin to only play the sound once and to also give the end user access to turn the sound notification back on.

I hope anyone who uses this finds it very useful.

It is for monitor v0.8.1 and is currently in use on our production cacti server using cacti v0.8.7
